Community & Environment

Our Pingnan plant is in the Pingnan Industrial Park, Fangliao Township, Pingtung County. Being a good neighbour is a condition of operating there: emissions are reported as required by law and continue to fall, waste heat is turned into steam for neighbouring factories, and we support local community life.

Wastewater

Process wastewater is treated on site under our wastewater standard operating procedure (primary settling, equalisation, coagulation and dissolved-air flotation) and then discharged to the Pingnan Industrial Park wastewater treatment plant. COD and suspended solids are tested monthly. In 2025 the discharges of both Pingnan plants met the effluent standards, with no exceedances.

Air emissions

The rCB process is tested under its stationary-source operating permit, with a test plan reviewed by the Pingtung County Environmental Protection Bureau. When the county issues an air-quality alert, Pingnan Plant 1 activates its air-quality response plan, led by the plant manager, and cuts emissions by reducing that day's feed. In 2025 we invested NT$5,309,017 in air pollution control equipment. Emissions over the last three years (as reported to the Ministry of Environment):

Pollutant (tonnes) 2023 2024 2025
Particulate matter (TSP) 2.13 2.29 2.20
Nitrogen oxides (NOx) 9.66 6.89 5.72
Sulfur oxides (SOx) 21.54 16.05 13.66
Non-methane hydrocarbons (NMHC) 0.22 0.22 0.24

Note: particulate matter covers Pingnan Plants 1 and 2; the other pollutants cover Plant 1.

Sharing energy with neighbours

Waste heat from pyrolysis is recovered as steam and supplied to neighbouring factories in the industrial park, reducing their fuel use. The site also has a solar power system.

Emergency preparedness

We run emergency drills every year covering oil spills and air pollution incidents. In 2025 the Fangliao fire station of the Pingtung County Fire Bureau trained our in-house fire brigade on site, with 43 participants.

Community support

We regularly sponsor local temples, volunteer firefighter events, music performances and the Fangliao High School badminton club. Donations totalled NT$56,000 in 2025 and NT$209,990 over the last three years. We also take part in community care activities, neighbour-plant meetings and industrial-park safety events.

Inclusive hiring

We meet the legal hiring requirements for Indigenous peoples and people with disabilities. At the end of 2025 we employed seven Indigenous colleagues, and we have been recognised by the Council of Indigenous Peoples for outstanding employment of Indigenous peoples.
